District Council Hafizabad E-Bids for Road Rehabilitation in Pindi Bhattian

The Office of the District Council Hafizabad invites electronic bids under the single-stage, two-envelope procedure for a road rehabilitation scheme under CSR District Council Hafizabad for financial year 2026–27.

Eligible, well-reputed and financially sound firms, contractors and companies must be enlisted with the relevant departments, registered on Punjab E-Procurement, registered with the relevant tax departments for Income Tax, Sales Tax, PRA and Professional Tax where applicable, and registered with the Pakistan Engineering Council.

Bid security: 5% of the estimated cost. Bidders and contractors must pay bid security through online banking before uploading their bids on Punjab E-Procurement at http://ep.punjab.gov.pk.

Each firm or bidder must submit a fresh affidavit confirming that the bidder or firm has neither been blacklisted by PPRA nor is currently involved in litigation. Interested applicants must be registered on the Punjab E-Procurement system to participate.

Procurement will be conducted through Punjab E-Procurement under the Punjab Procurement Regulatory Authority framework. The lowest rates will be accepted through E-Procurement after approval from the competent authority. Only technically responsive bidders will qualify for opening of financial bids; financial bids of technically non-responsive bidders will remain unopened in the system. E-bids will be received and opened at the scheduled date and times in the presence of bidders or their authorized representatives, who may attend.

Bidding documents containing the terms, conditions, requirements and specifications may be downloaded before the closing date and time from http://eproc.punjab.gov.pk/Activetenders.aspx and https://ep.punjab.gov.pk. Separate bids are required for each lot, and bidders may participate in one or more lots.

The successful bidder must submit a performance guarantee under Rule 56 of the PPRA Rules 2014, in the form of a Call Deposit or Bank Guarantee from any scheduled bank. It will be returned after successful completion of the project. Under the Punjab Local Government (Works) Rules 2017, where the lowest bid rates are equal to or less than 5% of the estimated cost, the lowest tenderer must deposit additional performance security from a scheduled bank, from 5% to 10%, including the CDR deposited at the time of tendering.

Bids must remain valid for 120 days. Conditional tenders will not be accepted. Tendered rates and amounts must be entered in both figures and words. Quoted rates must be item-wise and clearly readable. Incomplete, ambiguous or unfilled bids will be rejected as non-responsive. Non-responsive, non-readable, unsigned and unstamped bids will also be rejected.

If the submission deadline falls on an official holiday, the next working day will be the bid submission deadline. Submission of a forged document will result in disqualification or blacklisting of the contractor or firm.

The procuring authority may reject all bids or proposals at any time before acceptance under Rule 35 of the Punjab Procurement Rules 2014, Chapter VI. All other terms and conditions contained in the bidding documents will form part of the contract proceedings. Procurement will be governed by the Punjab Procurement Rules 2014, as amended.
