PARC Tender for Laboratory, Office and Boundary Wall Construction in Khuzdar

The Pakistan Agricultural Research Council (PARC), through the Federal Seed Certification & Registration Department (FSC&RD), Mauve Area G-9/4, Islamabad, invites electronic bids on an item-rate basis through E-PADS V2.0 from reputable construction firms for the following work.

Eligible firms must have experience in building construction and infrastructure works and provide details of similar works completed during the last three years, duly certified by the respective clients or departments. Firms must submit bank statements for the last three years and demonstrate turnover of Rs. 30 million through audited reports. A non-blacklisting affidavit is required confirming that the firm has no litigation with any department or client and has not been blacklisted by any department or client. Firms must hold valid Pakistan Engineering Council registration in category C-4 or above and be active with the Income Tax and Sales Tax departments.

The procurement will follow the Single Stage–Single Envelope open competitive bidding procedure. Interested bidders must register on the e-Pak Acquisition & Disposal System at https://procure.gov.pk/#/supplier/registration and submit their tender documents through E-PADS V2.0.

A copy of the refundable bid security, in the form of a call deposit or bank draft drawn in favour of FSC&RD, must be uploaded through E-PADS V2.0. The original security must also be submitted physically on the tender closing date to the office of the Director, Federal Seed Certification & Registration Department, Mauve Area G-9/4, Islamabad.

Tender documents, together with the firm profile, must be submitted through E-PADS V2.0 by November 18, 2026, at 2:00 PM. Bids will be opened at 2:30 PM on the same day at the office of the Director, FSC&RD, Mauve Area G-9/4, Islamabad, in the presence of bidders or their representatives who choose to attend.
