Jinnah Hospital Lahore Janitorial Services Tender for 2026–27

Jinnah Hospital, Lahore invites electronic bids from registered firms for the provision of janitorial services during financial year 2026–27. Services are required round the clock, 24 hours a day and 365 days a year, including Sundays and holidays, in accordance with the Schedule of Requirements. The contract will be for one year, extendable for another year on the same terms and conditions.

Eligible bidders must be technically capable, experienced and financially sound business enterprises registered with the relevant department, Income Tax, Sales Tax and Punjab Sales Tax departments, with active taxpayer status.

Bidding will follow the Single Stage–Two Envelopes procedure under Rule 38(2)(a) of the Punjab Procurement Rules, 2014, as amended. Technical evaluation will follow the notified criteria in the bidding documents; only bidders meeting these criteria will be declared technically responsive.

Bidding documents may be obtained by contacting the designated officer at Jinnah Hospital, Lahore, or downloaded from the procuring agency's website. Technical and financial offers, inclusive of all taxes and compliant with the bidding documents, must be submitted online through the Punjab e-Procurement system at eproc.punjab.gov.pk. Bid security must also be submitted electronically in the manner prescribed by PITB Punjab and the e-Procurement system. Physical instruments, including CDRs and bank guarantees, will not be accepted.

E-bids will be opened under PPRA Rule 30(4), in the presence of the Procurement Committee and representatives of participating firms. Bids submitted after the deadline will be rejected.

The PPRA tender website is eproc.punjab.gov.pk/View_Tender.aspx. The response period will be calculated exclusively from the publication date on the PPRA website.

Scrutiny, evaluation, awarding and all other procurement procedures will be governed by the Punjab Procurement Rules, 2014. Where the bidding documents conflict with these rules, the rules will prevail. The Medical Superintendent may reject all bids or proposals before acceptance under Rule 35 of the Punjab Procurement Rules, 2014, as amended from time to time.
