Military Engineer Services Firm Prequalification and Tenders – GHQ Rawalpindi

The Engineer-in-Chief's Branch, Military Engineer Services (MES), invites applications with credentials from firms, contractors and consultants for prequalification and issuance of tender documents under Clauses 13, 15 and 16 of the PPRA Rules 2004. Applications are to be submitted to the Engineer-in-Chief's Branch, Gate No. 7, GHQ Rawalpindi. Reference: 2000-Adv/21-N/26-27/06/DP&W/E-2.

Firms must furnish details of completed projects, including work orders, locations, photographs and satisfactory completion certificates from users. Firms with experience in construction, electrical, mechanical and plumbing works or services, and registration with the Pakistan Engineering Council (PEC) in the relevant field, are eligible to apply.

Applicants must also submit a list of personnel, a bank statement, an NTN certificate and income tax returns for the last three years.

Only firms, contractors and consultants meeting the following criteria may apply: PEC enlistment in Category C-2 or above in the relevant field, valid up to June 2027; preferably MES enlistment in Category A; prequalification with the Engineer-in-Chief's Branch, GHQ Rawalpindi; and no special DI&E report or outstanding DI&E recoveries. Firms not enlisted with MES must provide refundable bid security of 2%.

Tenders will be issued to prequalified firms, contractors and consultants. Tenders must reach the Engineer-in-Chief's Branch, GHQ Rawalpindi, by 11:30 a.m. on 25 November 2026 and will be opened the same day at 12:00 noon.

Incomplete applications will not be entertained. The Accepting Officer reserves the right to reject any or all applications under Paragraph 33 of the PPRA Rules 2004.
