Eligibility and submission: Bidders must hold valid NTN, GST and KPPRA registrations and be registered on E-PADS at eprocure.gov.pk. Contractors and firms must have the relevant PEC codes for the respective construction works. Bids must be uploaded through E-PADS before the submission deadline, with a separate quotation for each package. Bidding documents and instructions may be obtained from the department’s office on working days or downloaded from www.forest.kp.gov.pk before the deadline.
Bid security: Submit an original Call Deposit Receipt (CDR) equal to 2% of the bid price in the name of the Divisional Forest Officer, Upper Dir Forest Division, separately for each package. The original CDR and the affidavit concerning the original 2% CDR must be placed in separately sealed envelopes marked accordingly. Both envelopes must then be enclosed in a large sealed envelope and delivered to the address below before the closing date and time.
Cutting, overwriting or manipulation in the tender will not be accepted. Any mismatch between the scanned bid submitted through E-PADS and the hard copy will result in disqualification, and the contractor will be treated as non-responsive. Incomplete, conditional, late, sublet or manual bids will not be accepted. Evaluation will be conducted package-wise, and proposals that do not conform to the specified requirements will be rejected.
Rates and taxes: Rates must be quoted on an FOR basis. All applicable taxes, including sales tax, income tax, KPRA taxes and stamp duties, will apply under the prevailing government rules.
Additional security for below-estimate bids: A contractor quoting more than 10% below and up to 20% below the engineer’s estimate must submit additional security equal to 8% of the engineer’s estimated cost, in addition to the 2% bid security. Failure to provide the required additional security will make the bid non-responsive, and the 2% bid security will be forfeited in favour of the government. The second-lowest bidder and subsequent bidders will then be considered accordingly.
A contractor quoting more than 20% below the engineer’s estimate must provide additional security equal to the differential between the bid amount and the engineer’s estimate, together with a detailed rate analysis. Failure to provide the detailed rate analysis and required additional security will make the bid non-responsive. All securities submitted with such a bid will be forfeited in favour of the government, and the second-lowest bidder and subsequent bidders will be considered accordingly. The procuring entity may offer the contract to the next-lowest bidder after due diligence regarding the financial difference between the bids or may advertise a fresh procurement opportunity.
Required documents and compliance: The original tender form must accompany the original bid security, KPPRA enlistment, C&W enlistment, PEC registration and detailed rate analysis where applicable. Bidders must be registered with KPRA under the Finance Act 2013, Act No. XXI of 2013, and be active taxpayers. Incorrect information or documents will result in disqualification and forfeiture of the bidder’s CDR. Pay orders and bank drafts will not be accepted; a call deposit from a scheduled bank is required, otherwise the bid will be declared non-responsive.
PEC and KPPRA registrations and Active Taxpayer Status must be valid for the current financial year. These must be attached to the bid form along with an affidavit declaring that the bidder has not been involved in default or blacklisting with the department. Bidders must submit their E-bids in accordance with KPPRA Notification No. SRO (34)/Vol-I-46/2025-26 dated 27 August 2025 and strictly follow KPPRA Notification No. SRO (35)/Vol-I-46/2025-26 dated 27 August 2025.
The competent authority reserves the right to accept or reject any or all tenders with cogent reasons under the KPPRA Rules. Other terms will follow the KPPRA Rules, PEC guidelines, standard bidding documents and relevant laws.
