E-Bidding Notice — Desilting of Drains / Nullah, Rawalpindi Cantt (EPADS v2.0)

Rawalpindi Cantonment Board (Military Lands & Cantonments Dept.) invites e-bids through EPADS v2.0 (Single Stage One Envelope) for the desilting of drains / nullah located in Rawalpindi Cantt. Bidding documents are available only on PPRA and EPADS v2.0 portals. Bids must be submitted electronically through EPADS v2.0; manual/physical submissions will not be accepted.

Key Instructions & Eligibility

- Procurement method: Open Competitive Bidding — Single Stage One Envelope (PPRA Rule 36(a)), adopting Least Cost Based Selection (LCBS).

- Bidders must be registered on EPADS v2.0 and meet NTN and PEC registration requirements where applicable. Bidding documents/conditions are governed by PPRA and EPADS instructions.

- Bid security: 2% of the estimated cost in the shape of a Call Deposit Receipt (CDR) issued by a scheduled bank in favour of Cantonment Executive Officer, Rawalpindi Cantt. The original CDR must be submitted prior to opening of bids.

- Firms/contractors blacklisted by any Government/Semi-Government organization are not eligible.

- Procurement will follow PPRA Rules (including formation of a Grievance Redressal Committee under Rule 48). The procuring agency reserves the right to accept or reject any or all bids in accordance with Rule 33(1) of PPRA Rules, 2004.
