Issuer: Rawalpindi Cantonment Board (RCB). Purpose: Expression of Interest (EOI) for renting vacant RCB-owned buildings for establishment and operation of healthcare and allied services.
Permitted uses include private clinics, diagnostic laboratories, day-care clinics, rehabilitation centres, gyms and wellness centres, pharmacies, training institutes for paramedical staff, and other similar healthcare-related options. Initial tenancy period: 5 years, extendable for a further period of 5 years subject to satisfactory performance and timely payment of rent; rent subject to an annual increase of 10% or such increase as prescribed in the rental documents.

Eligibility: Individuals, firms, companies, healthcare organizations and investors legally registered in Pakistan; valid CNIC/registration certificate; NTN and active taxpayer status; financially capable to establish and operate the proposed facility; relevant experience preferred; not blacklisted by any government/autonomous/public sector organization; ability to obtain statutory licences and regulatory approvals before commencement of operations.
Submission requirements (separate for each building): profile of the individual/firm/company; proposed utilization plan indicating intended use; relevant experience and credentials; proposed monthly rental offer; copies of CNIC/Company Registration Certificate, NTN, and other relevant documents. Interested applicants may inspect the buildings after prior coordination with Rawalpindi Cantonment Board.
Submission instructions: Seal clearly marked "Expression of Interest for Renting of RCB Building" (separately for each building) must be submitted to the office of the Cantonment Executive Officer, Rawalpindi Cantt on or before 2026-10-28 at 11:30 hours. EOIs will be opened the same day at 12:00 hours in the presence of applicants or their authorized representatives.
