| Bid security / Agreement | After verification of bid security/earnest money, the nominated successful bidder must execute the agreement with the Executive Engineer within 15 days of issuance of the acceptance letter. |
| Mobilization & schedule | Successful bidder must mobilize within 7 days of issuance of acceptance letter and provide a time-bound execution/activity schedule within 7 days of acceptance. |
| Bid completeness | Conditional or incomplete bids, or bids with blank/unsigned financial pages, will be considered non-responsive. Bidders must quote rates against each DNIT/BOQ item (not percentages) and complete rate analysis/summary pages. |
| Site satisfaction & testing | Bidders must satisfy themselves about site conditions. Field tests for material quality will be arranged by the successful bidder; if tests fail, the bidder is responsible for costs of testing from reputable labs. |
| Payment | Payments are made based on actual work done, subject to availability of funds and clearance by AD/Third-Party Monitoring Consultants or any nominated agency. No interest claim for payment delays due to non-receipt of funds. |
| Right to reject | The procuring agency may reject any or all proposals at any time before acceptance in accordance with PPRA Rules; on request, grounds for rejection will be communicated. |
| Regulatory compliance | All conditions governed by PPRA Rules 2014 (amended) and applicable instructions issued by the Finance Department and Irrigation Department. Where contradictions occur, PPRA Rules prevail. |
