| Declaration on Stamp Paper | Intending firms must submit an undertaking on judicial stamp paper confirming technical bid details are correct and that the firm is not blacklisted by any government agency. |
| Pricing Requirements | Bidders must quote rates against each DNIT/BOQ item (not percentages) and fully complete rate analysis/summary/sub-summary pages. Incomplete or blank financial bids will be declared non-responsive. |
| Site Inspection & Mobilization | Bidders shall satisfy themselves regarding site location, access and conditions. Successful bidders must mobilize to the work site within 7 days after issuance of the acceptance letter. |
| Conditional/Incomplete Bids | Conditional or incomplete bids will be treated as non-responsive. |
| Right to Reject Bids | The procuring agency may reject any or all bids at any time prior to acceptance in accordance with PPRA Rule 35; grounds for rejection may be communicated on request. |
| Agreement & Security Verification | Successful bidder, after verification of bid security/earnest money, must execute the agreement with the Executive Engineer, Qadirabad Barrage Division within 15 days of issuance of the acceptance letter. |
| Execution Schedule | Successful bidder must provide a time-bound execution/activity schedule within 7 days of issuance of the acceptance letter. |
| Material Testing | Field/material tests will be arranged by the successful bidder. If tests fail, the bidder bears the cost of testing at reputable laboratories/sources. |
| Payment | Payment will be made based on actual work done, subject to availability of funds and clearance by the APD/Third Party Monitoring Consultants or any nominated agency. No claim for interest on delayed payment due to non-receipt of funds. |
| Governing Rules | In case of contradiction, PPRA Rules, 2014 (amended) will prevail. All other conditions follow PPRA Rules, Standard Contract Agreement, and instructions from the Finance and Irrigation Departments. |
