Pakistan Railways RFP: Outsourcing 5 Railway Schools on PPP (Rehabilitate-Upgrade-Operate-Transfer)

Issuer: Director General / Education, Pakistan Railways, Headquarters Office, Empress Road, Lahore. Pakistan Railways invites proposals to outsource five (05) Pakistan Railway schools on a Public-Private Partnership (PPP) Rehabilitate-Upgrade-Operate-Transfer (RUOT) basis to finance, modernize, expand, rehabilitate, upgrade, operate, maintain & transfer on revenue sharing basis.

Key actions & requirements:

- Purpose: Concession for a 30-year period (including 2 years mobilization period) to rehabilitate, upgrade, operate and transfer the schools under PPP RUOT model.

- Eligibility: Reputable national firms/companies/consortia/JVs experienced in education projects (as per RFP).

- RFP / Bidding Documents: Downloadable from Pakistan Railways website (http://www.railways.gov.pk/) or PPRA website. Hard copies available from the Office of DG Education upon payment of Rs. 10,000 in cash (mandatory for participation).

- Pre-bid conference: 2026-08-20 at 11:00 AM at Directorate of Education, Pakistan Railways Headquarters Office, Empress Road, Lahore.

- Submission: Technical and Financial proposals (sealed in separate envelopes) must be submitted at the Directorate of Education by 2:00 PM on or before 2026-09-10. Technical proposals will be opened at 2:30 PM on the same day in the presence of bidders or their representatives.

- Note: Firms may apply for one or more of the listed schools. Bid security and separate proposals per project may be required as per RFP. Pakistan Railways reserves the right to withdraw the bidding process at any time without assigning any reason.
