WASA Rawalpindi Invites Bids for Security Services (Sep 2026–Aug 2027)

Water and Sanitation Agency (WASA), Rawalpindi (Liaquat Bagh, Murree Road) invites sealed bids from registered security companies/firms to provide security services at various WASA installations in Rawalpindi and Islamabad for the period 2026-09-01 to 2027-08-30.

Key instructions and eligibility:

- Bidding procedure: Single-stage, two-envelope (technical and financial) on Punjab e-Procurement system. Financial bids will be opened only for technically qualified bidders.

- Registration: Bidders must be registered on the Punjab E-Procurement System and with relevant government authorities (including FBR and Punjab Revenue Authority) as applicable.

- Bid security: Rs. 100,000 (One Lac) in the form of deposit/bank draft in favor of Managing Director, WASA Rawalpindi must be submitted to the Office of Director (Administration), WASA Rawalpindi before the closing date.

- Documents required: Tender documents obtained via the E-PA D portal; copy of valid security company license; copy of national tax documentation; affidavit stating the bidder is not blacklisted; proof of permanent staff and at least five (05) similar contract agreements; proof of compliance with labour laws and social security/EOBI obligations.

- Financial responsibility: Firms are responsible for payment of all applicable taxes and statutory liabilities. The procuring agency reserves the right to reject bids or withhold payment for janitorial or similar failures.

- Rules and portal: Current PPRA and Punjab e-procurement rules apply. Tender documents and submission will be processed through the Punjab e-procurement portal (eproc.punjab.gov.pk). The tender will follow terms & conditions as per the published tender notice.
