Key submission & eligibility notes: Bids to be submitted electronically via the Online E-PAD System. Contractors quoting up to 10% below the engineer's estimate shall submit bid security @ 2% of the engineer's estimate. Bidders quoting between 10% and 20% below must additionally submit 8% additional security (in addition to the 2%); bidders quoting more than 20% below must submit additional security equal to the differential and provide detailed rate analysis. Electronic bids are valid for 90 days. Bidders must submit valid C&W/PEC enlistment and comply with Khyber Pakhtunkhwa Revenue Authority registration requirements. The procuring entity reserves the right to reject any or all bids as per KPPRA rules.
