MES (E-in-C Branch, GHQ) Pre-Qualification Notice for Construction Works and Consultancy Services

Engineer-in-Chief Branch, GHQ (Military Engineer Services) invites applications for pre-qualification of firms/contractors/consultants for civil engineering works and consultancy services. Interested firms must submit credentials and documents for evaluation in accordance with PPRA Rules.

Key requirements and submission details:

• Issuer: Engineer-in-Chief Branch, GHQ (Gate No.7), Rawalpindi.
• Submission deadline (receipt): 23 July 2026 at 11:30 hours. Bids will be opened the same day at 12:00 hours.
• Collection of documents/assistance: DP&W E-in-C Branch R.A. Bazar Gate No.07 GHQ Rawalpindi during working hours.

Eligibility and documentation:

• Firms enlisted with Pakistan Engineering Council (PEC) in Category C-2 and above in the relevant field with validity up to June 2027 are eligible.
• Preferably enlisted with MES in Category A; non-enlisted firms may provide 2% bid security (refundable).
• Firms must submit a list of works, locations, completion certificates/photos, proof of registration with PEC (if applicable), bank statement, NTN certificate, and income tax returns for the last three years.
• Only firms/contractors/consultants meeting these criteria may apply; pre-qualification will be issued by E-in-C Branch GHQ Rawalpindi. The Accepting Officer reserves the right to reject any or all applications per PPRA Rules 2004.

The following classes of work are invited for pre-qualification:
