The Ministry of Energy (Power Division), Government of Pakistan, PIU — Electricity Distribution Efficiency Improvement Project (EDEIP) requests Expressions of Interest (REOI) from eligible consulting firms for PR & Media Relations services to implement a national CNIC-to-Meter Linkage public awareness campaign and related communications support.

| Scope / Purpose | Provide PR & Media Relations services to drive public awareness and ensure nationwide compliance for the Power Subsidy Reform – National CNIC-to-Meter Linkage Campaign, including media relations, public outreach, media monitoring, digital media, and crisis/rebuttal communications. |
| Key Eligibility / Selection Criteria | Interested firms must demonstrate required qualifications and experience, including: • Minimum 10 years’ documented experience in public relations, media relations or communications; • Experience delivering 3 large-scale PR campaigns with nationwide outreach and at least one targeting low-income/underserved populations; • Experience in media monitoring, managing print/broadcast/digital campaigns; • Experience handling reactive media and crisis communications for government or large institutional clients. Consultant selection will follow the World Bank Consultant Qualification Selection (CQS) method and Procurement Regulations. |
