National Tariff Commission Invites E-Bids for Civil, Public Health, Electrical Works and Dismantling

National Tariff Commission (NTC) invites electronic bids (e-bids) from reputable firms for multiple works including civil, public health, electrical and dismantling works. Firms must be registered with relevant tax authorities (NTN & GST) and with the Pakistan Engineering Council (PEC) and have a presence in Islamabad/Rawalpindi.

How to obtain and submit documents: Bidding documents, terms and specifications may be downloaded from the PPRA EPADS V2.0 / EPMS portal and NTC website. All bids must be submitted electronically through EPADS V2.0. Only firms/contractors registered as vendors on EPADS V2.0 are eligible to participate.

Key eligibility and submission requirements: Firms should submit proof of NTN, GST and valid PEC registration. Firms must provide certificates of satisfactory completion for the past 3 years in relevant nature of work and evidence of experience in RED Zone areas where applicable. Participants must upload a scanned copy of a required certificate on original judicial stamp paper as specified in the tender documents.

Bid security / performance guarantee: Original Earnest Money (pay order/CDR) equal to 3% of the estimate is required with the bid. Successful firms must furnish a CDR/pay order of 5% as Performance Guarantee.

Opening and contact: Bids will be opened on 2026-08-27 at 11:00 AM in the presence of bidders via EPADS V2.0 at 3rd Floor, State Life Building No. 5, China Chowk, Blue Area, Islamabad. Tender documents can be downloaded from EPADS V2.0/EPMS portal. The Competent Authority reserves the right to accept or reject any or all bids in accordance with PPRA rules.
