E-Procurement Tender — Municipal Corporation Sialkot for Illumination & Event Arrangements (submission by 2026-08-22)

Issuer: Chief Officer, Municipal Corporation Sialkot. Purpose: Electronic bids are invited from eligible contractors/firms for public illumination, roads/govt building works and arrangement of program/events for 12 Rabi-ul-Awwal 2026.

Key submission details:

- Bids must be submitted online through the Punjab e-Procurement System (https://eproc.punjab.gov.pk/auth/login). Tender documents and conditions are also available on the Punjab e-Procurement System and the PPRA website from the date of publication.

- Submission deadline: on or before 2026-08-22 at 11:00 AM. Electronic bid opening (in the presence of bidders or their authorized representatives) same day at 1:30 PM in the office of the Municipal Corporation Sialkot.

- Eligibility: Contractors/firms must be registered with the Pakistan Engineering Council (PEC) for Financial Year 2026-27, where applicable, and meet all Punjab Procurement Rules and bidding eligibility criteria.

- Bid Security: 5% of the estimated cost must be submitted only as a Digital Bank Guarantee (e-Bank Guarantee) via the Punjab e-Procurement System. The bidder must generate a PSID from the Portal and arrange issuance/transmission of the Digital Bank Guarantee through SWIFT MT760 in favor of the Chief Officer, Municipal Corporation Sialkot. Physical securities (CDR, pay order, demand draft etc.) will not be accepted.

- Performance Security: Upon acceptance, the successful bidder must furnish Performance Security equal to 5% of the contract price by SWIFT MT760 in accordance with Rule 56 of the Punjab Procurement Rules, 2014 (as amended).

- Bids must remain valid for 60 days from the date of opening. Only bids submitted through the Punjab e-Procurement System will be considered. Municipal Corporation Sialkot reserves the right to reject any or all bids under Rule 35.
