E-Tender: Transport Hiring for Workers Welfare Higher Secondary School (Boys), Gujrat — 2-year Contract (2026-28)

Issuer: Workers Welfare Higher Secondary School (Boys), Labour Colony, Bhimber Road, Gujrat (under Punjab Workers Welfare Fund, Labour & Human Resource Department).

Purpose: Invitation for e-tenders from financially sound, experienced, and Income Tax-registered firms/companies for hiring transport services to provide pick-and-drop facilities for school students for the two academic years 2026-27 & 2027-28. The school requires transport services for a total of 17 identified routes.

Submission method: All tender documents must be submitted on EPADS (Punjab eProcurement) portal. Relevant procurement portals: http://punjab.eprocure.gov.pk and PPRA website. Manual bids will not be accepted.

Key conditions and eligibility:

• Bidding documents with detailed terms, conditions and required vehicle numbers available free on EPADS and PPRA websites.
• Procurement to be carried out through the E-Pak Acquisition and Disposal System (E-PADS).
• Interested applicants must register on EPADS to be eligible for e-tendering.
• Vehicles of model 2015 or later will be acceptable (documentary evidence required).
• One student per seat ratio to be observed.
• Prospective bidders must submit earnest money in the form of a Call Deposit Receipt (CDR) equivalent to 2% of the total estimated contract cost in favor of the Principal, Workers Welfare School Boys Gujrat. Original CDR must be submitted to the school office before bid closing; failure will result in rejection of the technical bid.
• Single Stage Two Envelopes bidding procedure will be followed; technical and financial bids must be complete, signed, stamped and submitted on E-PADS by the specified date and time.
• Participating firms must obtain at least 70% marks as per technical evaluation criteria.
• Successful bidder will submit Performance Guarantee in shape of CDR @ 5% of the contract amount prior to signing of contract.
• The procuring agency/Transport Hiring Committee reserves the right to reject any or all bids as per PPRA rules.

Routes and fleet: Tender covers transport services for 17 routes identified by the school (detailed route-wise vehicle numbers, seating capacity, distances and student counts are provided in the tender documents available on EPADS).
