Government of Pakistan, Ministry of Railways invites sealed Requests for Proposal (RFP) from well-reputed consulting firms/consultants registered with Income Tax and appearing on the Active Taxpayer List (ATL) of the FBR to provide Third-Party Validation (TPV) services for multiple PSDP rail projects.

Key points:
- Scope: Third-Party Validation (TPV) in accordance with approved Terms of Reference (ToRs) for the listed PSDP projects.
- Eligibility: Firms/consultants must be duly registered, on the FBR Active Taxpayer List (ATL), and possess relevant technical qualifications and experience.
- Procurement method: Single Stage – Two Envelope procedure. Technical and Financial Proposals must be submitted separately. Firms may submit proposals for one or more projects; separate proposals are required for each project.
- How to obtain documents: Detailed ToRs and procurement procedure are available on the Ministry of Railways and related websites: www.railways.gov.pk, www.pakrail.gov.pk and www.ppra.org.pk. Further information may be obtained from the respective Project Directors at the addresses/phones listed above.
- Pre-bid meeting: 2026-07-08 at 11:00 hours at the respective project offices.
- Submission deadline: Technical and Financial Proposals must reach the concerned Project Director on or before 2026-07-22 at 14:00 hours. Proposals will be opened the same day at 14:30 hours in the presence of bidders or authorized representatives.
