Rawalpindi Cantonment Board E-Bidding Notice for Desilting of Drains/Nullah (EPADS v2.0)

Issuer: Military Lands & Cantonments Dept, Rawalpindi Cantonment Board (The Mall, Rawalpindi Cantt). The Cantonment Executive Officer invites e-bids from reputable firms registered with Pakistan Engineering Council (PEC) holding valid NTN and PEC registration for the relevant codes/categories for the following work under EPADS v2.0 and PPRA procedures.

Key tender details and terms:

- Tendering procedure: Single Stage One Envelope (Open Competitive Bidding) under PPRA Rules with Least Cost Based Selection (LCBS) technique where applicable.

- Availability: Bidding documents available only on PPRA and EPADS v2.0 portals (no hard copies). Only firms registered on EPADS v2.0 are eligible to participate.

- Submission: E-bids must be prepared per bidding documents and submitted electronically through EPADS v2.0 on or before 2026-07-16 at 13:00 hours. Bids will be opened the same day at 13:30 hours.

- Bid security: 2% of the estimated cost in the form of Call Deposit Receipt (CDR) in favor of the Cantonment Executive Officer, Rawalpindi Cantonment Board. An advance copy of the CDR should be uploaded with the e-bid; the original CDR must be submitted prior to opening of bids.

- Eligibility restrictions: Firms/contractors blacklisted by any Government/Semi-Government organization are not eligible. Firms must possess valid NTN and relevant PEC registration.

- Other: A Grievance Redressal Committee may be constituted in accordance with PPRA Rule 48. The Procuring Agency reserves the right to accept or reject any or all bids as per PPRA Rules.
