Military Engineer Services (E-in-C Branch GHQ Rawalpindi) — Pre-qualification of Firms for Civil Works & Consultancy (Multiple Locations)

Engineer-in-Chief (E-in-C) Branch, GHQ Rawalpindi invites applications with credentials for pre-qualification of firms/contractors/consultants and issuance of tender documents for civil works and consultancy services in multiple locations. Applications must comply with relevant clauses of PPRA Rules 2004.

Key eligibility and submission requirements:

- Firms must submit work details, work orders, locations, photographs of completed projects and satisfactory completion certificates from the client.

- Experience in construction, electrical, mechanical and plumbing works/services; registration with Pakistan Engineering Council (PEC) in the relevant field is required.

- Firms must provide list of personnel, bank statements and NTN/income tax returns for the last three years.

- Only firms meeting the following will be considered:

  • Enlisted with PEC in Category C-2 or above in the relevant field with validity up to June 2027.

  • Preferably enlisted with MES in Category A for some fields.

  • Pre-qualification with Engineer-in-Chief's Branch GHQ Rawalpindi.

- A bid security (2%) will be required where applicable (refundable).

Submission and opening:

- Completed applications/tenders must be received at E-in-C's Branch, GHQ Rawalpindi (Gate No. 7) by 11:30 hours on 2026-07-15. Bids will be opened the same day at 12:00 hours.

Other notes:

- Incomplete applications will not be entertained.

- The Accepting Officer reserves the right to accept or reject any or all applications in accordance with PPRA rules.
