AJK Higher Education Department — Invitation for Bids for HEMIS/IT Equipment and Furniture Supply

Issuing authority: Higher Education Department (HED), Government of Azad Jammu & Kashmir. HED invites sealed bids from eligible, reputed and financially sound original manufacturers or their authorized distributors, firms, companies and suppliers (duly registered with FBR/AJKCBR and Sales Tax Department) for procurement, supply, installation, development, upgradation and commissioning of items/services for Public Sector Colleges and offices of the Higher Education Department across Azad Jammu & Kashmir under approved development projects.

Main procurement packages (summary):

• Procurement of IT equipment and upgradation/development of the Higher Education Management Information System (HEMIS) including related modules (e-learning, e-library, e-office, college information system, etc.).
• Procurement and supply of furniture items (including library furniture) for public sector colleges and offices of the Higher Education Department, AJK.
• Additional related packages for supply/provision of goods and services for HED’s development projects across AJK.

Eligibility and documents: Original manufacturers or authorized distributors/firms/companies registered with relevant tax and regulatory authorities and meeting financial and experience requirements as specified in the bidding documents.

Bidding procedure: Single Stage–Two Envelope Procedure in accordance with Rule 36(b) of the AJK Public Procurement Regulatory Authority (PPRA) Rules, 2017. Bid security in the prescribed form and amount (as specified in the bidding documents) must accompany the bids; otherwise the bid will be treated as non-responsive. Bids should be submitted as one single sealed outer envelope containing separately sealed "Technical Bid" and "Financial Bid" (one original and two copies).
