Rawalpindi Cantt: E-Bids Invited for Local Purchase of Medicines & Surgical Items (Est. PKR 60.00M)

Issuer: Rawalpindi Cantonment Board (Military Lands & Cantonments Dept). Procuring Agency invites electronic bids (single stage — one envelope) through EPADS V2.0 for the local purchase of medicines and surgical items for employees of the Ministry of Defence (MoD).

Submission & Opening: All bids must be prepared and submitted electronically on the EPADS V2.0 portal. Hard copies will not be accepted. Submission deadline: 2026-07-06 at 11:00 AM. Opening time: 2026-07-06 at 11:30 AM.

Eligibility & Mandatory Requirements:

• Vendor must be registered on EPADS V2.0 and PPRA portals; only EPADS-registered vendors are eligible to participate.
• Must be registered with FBR and appear on the Active Taxpayers List (ATL) for both Income Tax and Sales Tax.
• Possess a valid Drug Sale Licence / Drug Distribution Licence (Category-A) issued by the competent authority.
• At least three (03) years’ experience in supply of medicines to Government, Semi-Government, Armed Forces, Autonomous Bodies, Hospitals, or similar organizations.

Earnest Money: 2% of the estimated cost in the shape of a Call Deposit Receipt (CDR) issued by a scheduled bank in favor of Cantonment Executive Officer, Rawalpindi Cantt. Original CDR must be submitted to the Procuring Agency prior to bid opening as directed in the bidding documents.

Procurement Method & Conditions: Procurement will be conducted in accordance with Rule 36(a) of the Public Procurement Rules, 2004 (Single Stage — One Envelope). The Procuring Agency reserves the right to accept or reject any or all bids as per PPRA rules. A Grievance Redressal Committee (GRC) has been constituted; related information is available on the Procuring Agency's website and the EPADS portal.
