RCB E-Auction: Installation of Digital Screens (SMDS) on Bank Road, Rawalpindi Cantt (3-year concession 2026–2029)

Issuer: Rawalpindi Cantonment Board (RCB). Purpose: E-auction for installation, operation and maintenance of Site Mounted Digital Screens (SMDS) on poles on both sides of Bank Road from Zone I to Zone IV for a period of three (03) years (16-07-2026 to 15-07-2029) through EPADS v2.0.

Key dates & submission method: Electronic bids only via EPADS Version 2.0. Registration link: https://vendors.epads.gov.pk/register. The e-auction remains open until 2026-07-06 at 14:00; bids will be opened/evaluated online on 2026-07-06 at 15:30.

Financial & performance requirements: Bid security of Rs. 100,000 (Pay Order / Bank Draft / Call Deposit Receipt in favour of "Cantt Executive Officer, Rawalpindi Cantonment Board") must be submitted; original instrument must reach RCB before the closing date/time. The successful bidder must deposit 25% of the annual auction amount immediately after closing and acceptance of the bid; failure will result in forfeiture. The contract fee is quoted annually; it will increase by 10% compound for the 2nd and 3rd years. The successful bidder must deposit the first monthly installment within seven (07) days and provide required performance guarantee and execute a formal contract.

Eligibility & important conditions: Only bidders registered on EPADS v2.0 may participate; manual or hardcopy bids are not accepted. Bidders can increase their offers during the auction until closing. The highest evaluated responsive bidder will be declared successful subject to competent authority approval. Monthly payments must be covered by post-dated cheques (due on the 5th); late payment penalty Rs. 500 per day beyond the 10th. Road cutting is not permitted; any damages during installation must be repaired by the successful bidder at their cost. RCB reserves the right to cancel the contract for violation of terms; taxes and duties will be applicable as per government rules.
