Pakistan Navy MES Tender — Pre‑Qualification for Civil Works (Karachi, Mauripur, Makran, Sujawal) — Ref 6900/CC-546/548/378/550 CL-336/E-6

HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad invites applications and credentials for pre-qualification of firms/contractors and issuance of tenders (under Clause 13, 15 & 16 of PPRA Rules-2004) against the following works. Reference: 6900/CC-546, 548, 378, 550 CL-336/E-6.

Eligibility & Documents Required: Firms/contractors enlisted with MES in categories 'A' & 'B' or other Government Departments with relevant experience may apply. Applicants must submit a Company Profile including: description of similar works in hand and completed during the last five years with sponsoring agency and cost; list of personnel and manpower including engineers with valid PEC numbers; details of tools, plants & machinery; bank statements for last two years; NTN, FBR, PEC and MES registration certificates. Firms not registered with Pakistan Engineering Council or without renewal of PEC up to 30 June 2027 will not be considered.

Financial & Tender Conditions: Prequalified firms will deposit bid security equal to 2% of the quoted bid in favour of DW&CE (Navy) Islamabad with the tender documents (Clause-25 of PPRA Procurement Code 4th Edition). The amount is refundable to unsuccessful bidders. Applications will be scrutinized and tenders issued only to prequalified firms/contractors.

Submission & Opening: Completed applications/tenders must be received at HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad by 1130 hrs on 2026-09-07. Tenders will be opened the same day at 1200 hrs.

Evaluation & Reservation: Received bids will be evaluated per criteria formulated by HQ DW&CE (N). The lowest evaluated responsive bid will be identified and accepted. The Accepting Officer reserves the right to reject any or all applications under Para-33 of PPRA rules-2004. Incomplete applications will not be entertained.
