Issuer: HQ DW&CE (Navy), Sector E-8, Naval Complex, Islamabad.
Purpose: Pre-qualification of firms/contractors for issuance of tenders for various civil works under Military Engineer Services (MES). Only pre-qualified firms will be issued tender documents.

Eligibility & Qualifications:
- Firms/contractors enlisted with MES in category ‘A’ & ‘B’ or firms from other Government Departments with relevant experience of similar works may apply.
- Applicants must submit a Company Profile and supporting information/documents for pre-qualification: description of similar works in hand and completed during the last five years, name of sponsoring agency, cost of works and performance report.
- Provide list of personnel/manpower including engineers with valid PEC number, details of tools, plants & machinery held, and bank statements for the last two years.
- Provide NTN, FBR, PEC and MES registration certificates.
- Firms not registered with Pakistan Engineering Council or whose renewal is not completed by 2027-06-30 will not be considered for issuance of tender documents.
Financial & submission instructions:
- Pre-qualified firms will deposit bid security equal to 2% of the quoted bid cost in favour of DW&CE (Navy) Islamabad along with the tender documents (Clause-25 of PPRA Procurement Code 4th Edition). The amount is refundable to unsuccessful bidders.
- Applications (along with all credentials) to be received in HQ DW&CE (Navy) Sector E-8, Naval Complex, Islamabad by 1130 hrs on 2026-09-07. Tenders will be opened the same date at 1200 hrs.
Evaluation & other notes: Received bids will be evaluated per bid evaluation criteria finalized by HQ DW&CE (N) and the lowest evaluated responsive bid will be identified and accepted. The Accepting Officer reserves the right to reject any or all applications in light of relevant PPRA rules. Incomplete applications will not be entertained.
