District Council Vehari Tender Notice — Rehabilitation & Construction Works (Submission by 2026-09-26)

Issuer: Office of the District Council Vehari (Advertised by: Chief Officer, District Council Vehari).

Purpose: Electronic bids are invited from eligible contractors/firms for development works. Contractors must be duly enlisted/renewed with the Pakistan Engineering Council (PEC) for Financial Year 2026-27 where applicable and must meet all eligibility requirements prescribed in the bidding documents and Punjab Procurement Rules, 2014 (as amended).

Submission and opening:

• Bids must be submitted electronically through the Punjab e-Procurement System on or before 2026-09-26 at 13:00 (1:00 PM).
• Bids will be opened electronically on the same day, 2026-09-26, at 13:30 (1:30 PM) in the office of the District Council Vehari.
• Only electronic submission via the Punjab e-Procurement System will be accepted; manual, courier, hard-copy or physical submissions will be rejected.

Bid security and performance security:

• Bid security: 5% of the estimated cost must be submitted as a Digital Bank Guarantee (e-Bank Guarantee) through the Punjab e-Procurement System. The bidder shall generate the PSID from the e-Procurement Portal and arrange for the issuing bank to transmit the Digital Bank Guarantee via SWIFT MT760 in favour of the Chief Officer, District Council Vehari. Physical instruments (CDR, pay order, demand draft, etc.) are not acceptable.
• Performance Security: The successful bidder shall furnish a Performance Security equal to 5% of the contract price by SWIFT MT760 in accordance with Rule 56 of the Punjab Procurement Rules, 2014 (as amended).
• Bid validity: Bids shall remain valid for 60 days from the date of opening unless otherwise specified in bidding documents.

Other key conditions: Bidders must submit complete BOQ, rates, quantities, taxes, and other required documentation as specified in the bidding documents. Incomplete, conditional, or late bids will be rejected. The procuring agency reserves the right to accept or reject any or all bids in accordance with applicable rules.
