Tender Notice — Civil Works & Solar Upgradation Packages (Bahawalpur Cantonment)

Issuer: Cantonment Executive Officer, Bahawalpur Cantonment. Invitations are issued for multiple civil maintenance, improvement and solar upgradation works. Bidding documents are available exclusively on the PPRA and E-PADS V2.0 portals; no hard copies will be issued. Only firms duly registered as vendors on E-PADS V2.0 are eligible to participate.

Submission & Opening: E-bids prepared per bidding instructions must be submitted electronically through E-PADS V2.0 on or before 2026-10-14 at 13:00. Bids will be opened the same day at 13:30. Earnest Money: Bidders shall submit 2% of the estimated cost as Call Deposit Receipt (CDR) from a scheduled bank in favour of the Cantonment Executive Officer, Bahawalpur Cantonment Board. A scanned copy of the CDR must be uploaded with the e-bid; the original CDR must be submitted 03 days prior to bid opening.

Procurement Method & Eligibility: Procurement will follow Open Competitive Bidding under Single Stage – One Envelope procedure (PPRA Rule 36(a)) adopting the Least Cost Based Selection (LCBS) technique. Firms/contractors blacklisted by any Government or Semi-Government organization are not eligible to participate.

Other Conditions: A Grievance Redressal Committee is constituted as per Rule 48 of PPRA Rules, 2004. All required quality-assurance tests will be conducted through reputed laboratories at the cost of the successful bidder. Issuance of work order is subject to approval of the Competent Authority. The Procuring Agency reserves the right to accept or reject any or all bids in accordance with PPRA Rules.
