NHMP N-5 Central Zone — Invitation for Prequalification (Open Framework Agreements) via E-PADs

Issuer: National Highways & Motorway Police (NHMP), N-5 Central Zone, Lahore.

Purpose: Prequalification of suppliers for open framework agreements for supply of materials, services and repair/renovation works for Financial Years 2026-27, 2027-28 and 2028-29. Prequalified firms will sign open framework agreements and participate in mini-competitions for individual procurements.

Scope / Major categories:

Eligibility & requirements: Open to national applicants meeting eligibility criteria in the prequalification documents. Bidders must be registered with NTN and OST, listed on the Active Taxpayer List, and registered with PPRA for e-procurement on EPADS (version 20). Prequalification documents: May be purchased in English on written application for a non‑refundable fee of Rs. 1,000 or downloaded free from E-PADS and the NHMP website. Prequalification bid documents must be submitted through E-PADS and a hard copy provided to the address below.

Bid security / performance security: Bid security in the form of CDR of Rs. 25,000 in the name of DOO N-5 Central Zone, Lahore. Pay orders and CDRs are acceptable; bank cheques will not be accepted. CDRs of Rs. 25,000 of successfully prequalified firms may be retained as performance security for the duration of the open framework agreement.

Submission method and deadline: Bids must be submitted through E-PADS and delivered in hard form in clearly marked envelopes to the office address below. Deadline: 2026-10-13 by 11:30 AM (tentative). Late applications will be rejected.
