District Council Vehari Tender: Rehabilitation of Metalled Roads (Mailsi Tehsil)

Issuing Authority: Office of the District Council, Vehari (Chief Officer)

Purpose: Inviting sealed/electronic bids from eligible contractors/firms enlisted with the Pakistan Engineering Council (PEC) and registered on the Punjab e-Procurement System for rehabilitation of metalled roads in Tehsil Mailsi. Bidders must be duly enlisted/renewed with PEC for Financial Year 2026-27 where applicable and meet all eligibility requirements prescribed in the bidding documents and the Punjab Procurement Rules, 2014 (as amended).

Submission & Opening: Bids must be submitted electronically through the Punjab e-Procurement System on or before 2026-10-06 at 13:00 hrs. Electronic opening of bids will take place the same day at 13:30 hrs in the office of the District Council Vehari. Complete bidding documents, specifications, and related information are available on the Punjab e-Procurement/PPRA websites.

Bid & Performance Security: Bid security equal to 5% of the estimated cost must be furnished only as a Digital Bank Guarantee (e-Bank Guarantee). Bidders shall generate PSID via the e-Procurement portal and arrange issuance and transmission of the Digital Bank Guarantee through SWIFT MT760 in favour of the Chief Officer, District Council Vehari. Physical instruments (CDR, pay order, demand draft, etc.) will not be accepted. Successful bidder shall furnish a Performance Security equal to 5% of the contract price in accordance with the Rules.

Other Key Conditions: Bids must be valid for 60 days from opening. Incomplete, unsigned, conditional, late bids or bids not uploaded through the e-Procurement system will be rejected. The contract will be awarded to the lowest evaluated responsive bidder in accordance with the Punjab Procurement Rules. Bidders are responsible for correct and complete submission of required documents including PEC registration, DNIT/BOQs, and price schedules.
