Ministry of Federal Education & Professional Training (Islamabad) — Request for Proposals (RFP) for Third-Party Consultancy Services

Issuer: Ministry of Federal Education & Professional Training (Mo FE&PT), Islamabad. The Ministry has reserved funds for procurement planned for FY 2026-27 and invites Requests for Proposals (RFPs) from eligible and registered consulting firms for provision of consultancy services for a "Third Party Review" of specific departments.

Scope & Purpose: Third-Party Review consultancy services for the following departments. Separate RFP documents are available for each department and must be submitted separately via the e-PAK Acquisition & Disposal System (EPADS) v2.0.

Eligibility & Evaluation: Open Competitive Selection using Quality and Cost Based Selection (QCBS) under the Single Stage–Two Envelope Procedure. Weighting: 80% technical proposal and 20% financial proposal. RFPs prepared in accordance with Public Procurement Rules, 2004 and applicable PPRA regulations/instructions.

RFP Documents & Submission: RFP documents, including Terms of Reference (TORs), eligibility and qualification requirements, evaluation criteria, scope of services, deliverables, contractual conditions and other requirements are available on EPADS v2.0 at www.epads.gov.pk. RFPs must be submitted electronically through EPADS v2.0.

• Pre-Proposal Meeting: 2026-09-21 at 11:30 a.m., Committee Room, 1st Floor, Block-C, Ministry of Federal Education & Professional Training, Islamabad.
• Submission Deadline (last date): 2026-09-30 at 11:00 a.m. (Technical proposals will be opened electronically on 2026-09-30 at 11:30 a.m.).
