Ministry of Federal Education Islamabad — RFP for Third‑Party Review Consultancy Services (FDE & FBISE)

Issuer: Ministry of Federal Education & Professional Training (M/o FE&PT), Islamabad. The Ministry invites Requests for Proposals (RFPs) from eligible and registered consulting firms for provision of consultancy services to carry out a "Third Party Review" using reserved funds for procurement planned for FY 2026-27.

Scope: Consultancy services for two separate departments — Federal Directorate of Education (FDE) and Federal Board of Intermediate & Secondary Education (FBISE). Separate RFP documents and Terms of Reference (TORs), eligibility and qualification requirements, scope of services, deliverables, contractual conditions and other requirements are available on the e-Pak Acquisition & Disposal System (EPADS) v2.0.

Submission and procedure: RFPs must be submitted electronically through EPADS v2.0. Selection will be made through Open Competitive Selection using Quality and Cost Based Selection (QCBS) under the Single Stage–Two Envelope Procedure. Technical proposals carry 80% weight and Financial proposals 20% weight in evaluation, in accordance with the Public Procurement Rules, 2004 and applicable PPRA regulations.

• Submission deadline (electronic via EPADS v2.0): 2026-09-30 by 11:00 a.m.
• Technical proposals opening (electronic): 2026-09-30 at 11:30 a.m.
