Punjab Highways Dept. Tender: Road Reconstruction/Widening Works in Bahawalnagar (Bids by 2026-09-30)

Issuer: Punjab Highways Department — Executive Engineer, Highway Division, Bahawalnagar (Superintending Engineer, Highway Circle, Bahawalpur).

Purpose: Invitation of e-tenders from registered Engineering Firms/Contractors for reconstruction, construction, widening and rehabilitation of specified roads in Bahawalnagar District under PPRA e‑Tendering System.

Eligibility & Conditions:

• Contractors/Firms must be registered with the Pakistan Engineering Council (PEC) in the relevant category/codes and hold a valid renewed PEC license for Financial Year 2026–27.
• Contractors/Firms must be registered on the Punjab e-Procurement website: https://ep.punjab.gov.pk.
• Bid Security: As per PPRA Rules, 2014, all intending contractors must submit Bid Security equal to 5% of the estimated cost via digital online payment only through the Punjab e‑Procurement System (link with BOP) in favor of Executive Engineer Highways Division Bahawalnagar. Physical bid securities (CDR, Pay Order, Demand Draft, etc.) will not be accepted.
• Performance Guarantee: As per Clause-56 of PPRA Rules, 2014, the lowest evaluated bidder shall submit Performance Security/Guarantee @ 10% of the contract amount within 15 days of receipt of the offer letter in favour of the Executive Engineer Highways Division Bahawalnagar. Acceptable forms: CDR, Bank Draft, Cashier Cheque, Pay Order or Bank Guarantee valid for 03 months beyond completion/extended completion period.
• Submission & Opening: Bids must be uploaded on the e-procurement website. All responsive bids will be downloaded and rates of successful bidders announced in the presence of the Tender Opening Committee. Bid opening is scheduled on 2026-09-30 at 13:00 Hours (01:00 PM).
• Warning: Submission of fake documents (e.g., CDR, PEC license) will result in disqualification and disciplinary proceedings. Procuring agency may reject bids under Clause-35 of PPRA Rules (Rejection of Bids).
