e-Tender: Transport Services for 72 Workers Welfare Schools in Punjab (2026-27 & 2027-28) — PWWF Lahore

Issuer: Directorate of Education, Punjab Workers Welfare Fund (PWWF), Labour & Human Resource Department, Government of the Punjab (Office: Directorate of Labour Welfare (North), Labour Colony, Defence Road, Lahore). The Directorate invites electronic bids (e-Bids) for hiring transport services for students of 72 Workers Welfare Schools across Punjab for the academic years 2026-27 and 2027-28.

Scope: 72 school-wise procurement packages covering schools in multiple districts (21 districts). Each package specifies the required number of vehicles and the applicable 2% bid security (amounts shown per package). Bidders may bid for one or multiple packages. How to apply: All bids must be submitted online through the Punjab e-Procurement System (http://epp.punjab.gov.pk). Interested bidders must register on the portal and comply with portal registration requirements to participate in e-tendering.

Key conditions and requirements:

• Procurement will be carried out through the Punjab e-Procurement System only — bidders must be registered on the portal.
• Bid security equal to 2% of the estimated contract value (as specified per package) must be submitted as required (CDR/Bank Guarantee as acceptable).
• "Single Stage Two Envelope" bidding procedure will be followed; technical documents must be submitted complete, signed, stamped and uploaded on the e-Procurement system by the bid closing time.
• Vehicles offered must meet the age/refurbishment criteria: vehicles manufactured or refurbished in 2005 or later will be acceptable. Definitions and verification of refurbished vehicles must be supported by valid refurbishment certificates verified by Regional Transport Authority (RTA), Motor Vehicle Examiner (MVE) or an independent expert.
• Incomplete, unsigned or late bids will be rejected. The procuring agency/Transport Hiring Committee reserves the right to accept or reject any or all bids as per PPRA rules.
