Issuer: Program Implementation Unit (PIU), Capacity Building for Nursing and Allied Health Professionals (CB&NHPr), Specialized Healthcare & Medical Education Department, Government of the Punjab.
Purpose: e-bids are invited from eligible and experienced vehicle rental firms/companies/sole proprietors (duly registered with relevant tax authorities) for provision of vehicles on rental basis for official use within Lahore (without driver for a period of one (01) year) and for official travel outside Lahore with driver as and when required.

Eligibility & Documents: Firms/companies/sole proprietors must be duly registered with relevant tax authorities and hold a valid National Tax Number (NTN), Punjab Revenue Authority (PRA) registration for services and Punjab Sales Tax (PST) registration. Bids must be submitted online via the Punjab PPRA e-Procurement System (EP) and accompanied by requisite bidding documents as mentioned in the bidding documents.
Submission & Opening: Interested bidders are required to submit bids online on the PPRA e-Procurement Portal (EP) (https://e.punjabgov.pk) on or before Friday, 2026-09-18 at 11:00 AM. Bids will be opened through the EP system by the Evaluation Committee in the presence of bidders who may choose to attend at 11:30 AM on the same day at the address provided below.
Pre-bid Meeting: A pre-bid meeting will be held on Monday, 2026-09-07 at 11:00 AM at the address given below.
Terms & Conditions Summary: Electronic bids only; single-stage single-envelope bidding procedure as per Rule 38(1) of the Punjab Procurement Rules, 2014 (amended); contract awarded to lowest evaluated substantially responsive bidder (Least Cost Selection) for the complete package for one (01) year; bid security equivalent to up to 5% must be submitted electronically through the Punjab e-Procurement System in the manner prescribed; unsuccessful bidders may request return of bid security after completion of procurement process.
