FBR Request for Bids: Framework Agreements for External Electrification at 10 Indus DES Sites (Phase I)

Issuer: Federal Board of Revenue (FBR), Government of Pakistan — Pakistan Raises Revenue Program (PRRP).

Purpose: Invitation for bids to establish Framework Agreement(s) for the procurement and installation of External Electrification Systems for Digital Enforcement Stations (DES) at Indus Sites, Phase‑I (10 sites). Bidding will follow a one‑envelope process under the World Bank Procurement Regulations (National Competitive Procurement using Request for Bids).

Scope: Framework Agreement(s) for supply, installation and related services of external electrification systems for the listed DES sites (Phase‑I — 10 Indus sites). Framework Agreements will be concluded for each Lot as specified in the bidding documents.

Eligibility & Procurement Method: Open to all eligible bidders as defined in the World Bank Procurement Regulations (September 2023). Bids will be evaluated on the basis of 100% of the requirements of the respective Lot(s). Partial bids for incomplete quantities may not be permitted unless specified in the bidding documents.

Key dates and submission:

• Bid submission deadline: 2026-10-08 by 11:00 Pakistan Standard Time.
• Bid opening: 2026-10-08 at 11:30 Pakistan Standard Time (public opening in presence of bidders' representatives).

Contract term: Framework Agreements will be concluded for a term ending 2027-06-30 from the Framework Agreement commencement date stated in the contract (with possible extension as per the bidding documents).
