Purpose: Invitation for E-Bids from reputable bidders under applicable laws/PPRA Rule 2014 for a framework contract for bulk purchase of laboratory kits and chemicals. Bidders must submit complete e-bids through the Punjab E-Procurement System (EPADS).

Key Instructions:

• All interested applicants must register on EPADS (http://ep.punjab.gov.pk) to be eligible for participation. Bidding documents and detailed Terms & Conditions are available to registered bidders on EPADS and the PPRA website.
• Scanned copy of original bid security must be attached with the Technical Bid submitted on EPADS. The original bid security must be submitted in the Purchase Cell on or before the bid submission date and time; failure to do so will lead to rejection.
• Procurement will follow PPRA rules. As per PPRA Rules 36-A, one person may submit one bid only; if a person submits more than one bid all bids will be rejected.
• Single-stage, two-envelope bidding procedure as per PPRA/E-Procurement rules. Bids must be submitted on EPADS by the specified time and date.
• The procuring agency may reject any or all bids prior to acceptance without providing justification. Bidders must adhere strictly to PPRA rules; deviations may lead to disqualification.
