Tender: Revamping & Refurbishment of Pakistan Sports Complex, Islamabad — Bids Due 2026-10-20

Pakistan Sports Board, Ministry of Inter Provincial Coordination (Islamabad) invites bids through EPADS from reputed contracting firms registered with the Pakistan Engineering Council (PEC) for the revamping and refurbishment of different facilities at Pakistan Sports Complex, Islamabad. Works include supply, installation, testing and commissioning of electrical works and lighting (internal & external) at Jinnah Stadium, and supply, installation, testing and commissioning of a security surveillance system.

Key instructions: Bidders must submit proposals through EPADS with complete information including technical and financial proposals; bidding documents can be downloaded from eprocure.gov.pk. Tender notice is also available on Pakistan Sports Board (www.sports.gov.pk) and PPRA websites. Firms must be PEC-registered in relevant categories valid up to 30 June 2027.

Mandatory conditions include: meeting evaluation criteria in the bidding documents; proof of valid NTN and Sales Tax registration and presence on ATL; an affidavit on judicial stamp paper declaring the firm not blacklisted; bid security/earnest money in the form of bank draft/pay order/CDR in favor of Pakistan Sports Board, Islamabad; upload one hard copy of the technical proposal on EPADS and upload scanned bid security with the technical proposal; originals of bid security must be submitted before closing time; price bids of disqualified bidders will be returned unopened.

Pre-bid meeting: 2026-10-08 at 10:30 AM. The competent authority reserves the right to accept or reject any or all bids under Rule-33 of PPRA Rules 2004. Bidders are advised to visit the site for better understanding of field conditions.
