Pakistan Sports Board Islamabad NIT for Revamping and Refurbishment of Pakistan Sports Complex Facilities

Pakistan Sports Board (Islamabad) invites bids through EPADS from PEC-registered contracting firms for the revamping and refurbishment of various facilities at Pakistan Sports Complex, Islamabad (including civil, plumbing & fire-fighting works at Liaquat Gymnasium, Hamidi Hall, PSB Islamabad and Peshawar Centre).

How to apply: Download and upload bidding documents via EPADS (eprocure.gov.pk). Tender notice is also available on Pakistan Sports Board (www.sports.gov.pk) and the PPRA website. Applications must be submitted through EPADS with complete technical and financial proposals; manual submissions will not be accepted.

Mandatory conditions and key instructions:

• Firms must meet the evaluation criteria indicated in the bidding documents.
• Provide proof of valid NTN, Sales Tax registration and firm on ATL.
• Submit an affidavit on non-judicial stamp paper attested that the firm is not blacklisted by any government/autonomous body.
• Bid security/earnest money must be in the form of bank draft/pay order/CDR issued from the firm’s bank account in favour of Pakistan Sports Board, Islamabad. A scanned copy of the bid security shall be uploaded with the Technical Proposal and the original must be submitted before the closing date/time.
• Submit one hard copy of only the technical proposal (not financial) as uploaded on EPADS; uploaded proposals prevail in case of discrepancy.
• Pre-bid meeting: 2026-10-08 at 10:30 hours.
• Price bids of bidders who fail to qualify will be returned unopened. The competent authority reserves the right to accept or reject any/all bids under Rule-33 of PPRA Rules 2004. Bidders are advised to visit the site to understand field conditions.
