Tender: Revamping & Refurbishment of Pakistan Sports Complex, Islamabad

Pakistan Sports Board (Ministry of Inter-Provincial Coordination) invites sealed bids through EPADS from reputed contracting firms registered with Pakistan Engineering Council (P.E.C.) for revamping and refurbishment works at Pakistan Sports Complex, Islamabad (works include civil, plumbing & firefighting at Liaquat Gymnasium, Hamidi Hall, at PSB Islamabad and Peshawar Centre).

Key instructions and conditions:

• Bidding documents can be downloaded and uploaded via eprocure.gov.pk. Tender notice also on PSB website: www.sports.gov.pk.
• Applications must be submitted through EPADS with complete technical and financial proposals; manual submission of bids will not be entertained.
• Mandatory documents include firm meeting evaluation criteria, valid National Tax Number (NTN), Sales Tax registration and firm on ATL, and an affidavit on non-judicial stamp paper that the firm is not blacklisted by any government/autonomous body.
• Bid security/earnest money must be in the form of bank draft / pay order / CDR issued from the bank account of the firm in favour of Pakistan Sports Board, Islamabad. Scanned copy of bid security shall be uploaded with the Technical Proposal and original must be submitted before closing time.
• One hard copy of only the Technical Proposal (not financial) as uploaded on EPADS shall be submitted. In case of discrepancies, the proposals uploaded on EPADS shall prevail.
• Pre-bid meeting: 2026-10-08 at 10:30 hours.
• Envelopes containing the Price Bid of bidders who fail to qualify will be returned unopened.
• The competent authority reserves the right to accept or reject any or all bids under Rule-33 of PPRA Rules 2004. Bidders are advised to visit the site for a better understanding of field conditions.
