Pakistan Navy MES Pre-Qualification Notice for Civil Works (Ref No 4000/CL)

Issuer: Pakistan Navy — Military Engineer Services (HQ DW&CE (NAVY), Sector E-8, Naval Complex, Islamabad). Pre-qualification of firms/contractors is invited for the following civil works under Ref No 4000/CL, CC & lsd/Lhr/E-4.

Eligibility & required documents: Firms enlisted with MES in category 'A' or 'B' or equivalent government departments with experience in similar works may apply. Applicants must submit a company profile including description of similar works (last five years) with completion dates, performance reports from sponsoring agencies, list of plants and machinery, list of manpower including engineers with valid PEC numbers, bank statements, and valid NTN, FBR, PEC and MES registration certificates.

Pre-qualification and tender issuance: Only pre-qualified firms will be issued tender documents. Tender documents will be issued against deposit of bid security equal to 2% of the quoted bid cost in favour of DW&CE (NAVY) Islamabad with the tender documents.

Submission & opening: Tenders are to be received at HQ DW&CE (NAVY), Sector E-8, Naval Complex, Islamabad by 1130 hours on 2026-10-08 and will be opened at 1200 hours on the same day. Bids will be evaluated in accordance with the established evaluation criteria; the lowest evaluated responsive bid will be identified and may be accepted. The Accepting Officer reserves the right to reject any or all applications/tenders in accordance with rules.
