PSB Tender: Revamping & Refurbishment of Pakistan Sports Complex, Islamabad

Pakistan Sports Board (Ministry of Inter Provincial Coordination) invites bids through EPADS from reputed contracting firms registered with Pakistan Engineering Council (PEC) for the revamping and refurbishment of various facilities at Pakistan Sports Complex, Islamabad.

Key instructions and conditions:

• Bidding documents can be downloaded and uploaded via eprocure.gov.pk. The tender notice is also available on Pakistan Sports Board website (www.sports.gov.pk) and PPRA website.
• Applications must be submitted through EPADS with complete technical and financial proposals as per instructions; manual submission of bids will not be entertained.
• Pre-bid meeting: 2026-10-08 at 10:30 hours.
• Mandatory conditions include meeting the evaluation criteria in the bidding documents; valid National Tax Number (NTN), Sales Tax registration and firm on Active Taxpayers List (ATL); affidavit on non-judicial stamp paper attested that the firm is not blacklisted by any government/autonomous body.
• Bid security/earnest money shall be in the form of bank draft / pay order / CDR issued from the bank account of the firm in favour of Pakistan Sports Board, Islamabad. A scanned copy of the bid security must be uploaded with the Technical Proposal and the original submitted before closing date/time.
• One hard copy of only the technical proposal (not the financial proposal) in the same form as uploaded on EPADS shall be submitted; documents uploaded on EPADS shall prevail in case of discrepancy.
• Envelopes containing the “Price Bid” of bidders who fail to qualify will be returned unopened.
• The competent authority reserves the right to accept or reject any or all bids under Rule-33 of the PPRA Rules 2004. Bidders are advised to visit the site for better understanding of field conditions.
