Issuer: Pakistan Meteorological Department (PMD) — Integrated Flood Resilience and Adaptation Project (IFRAP) / Modernization of Hydromet Services of PMD in Pakistan (MHSP).

Shortlisting requirements (submit evidence with EOI):

| General experience | Legally registered firm with at least five (5) years of professional consulting experience, including relevant experience in institutional reform, governance, public sector modernization or environmental governance. |
| Specific experience | At least two (2) completed contracts of similar scale and complexity; experience in the hydromet / climate services sector will be given weight. |
| Technical capability | Demonstrated experience in legal drafting, organizational restructuring, policy development and institutional strengthening. |
| Logistical capability | Adequate logistical and managerial capacity to undertake the assignment. |
Submission requirements: Letter of Expression of Interest signed by an authorized representative, documents demonstrating firm qualifications and relevant experience, and if applicable, a statement of association (joint venture or sub-consultancy) with a list of proposed experts.
Selection procedure: A national consultancy firm will be selected in accordance with the World Bank Procurement Regulations for IPF Borrowers (November 2020) and the Quality- and Cost-Based Selection (QCBS) method.
