The notice can also be downloaded from www.kppra.gov.pk and www.qhamc.gov.pk.
Conditional, doubtful, incomplete or overwritten tenders, and tenders without the call deposit, will be rejected. The call deposit must be drawn in favour of the Hospital Director, MTI-QHAMC Nowshera. Contractors must enter their rates on the tender forms in both figures and words. Successful contractors will be responsible for all applicable government taxes.
Tenders will be processed on a percentage-above-or-below basis using Market Rate System (MRS) 2025 and non-schedule items, according to government instructions. Only two digits after the decimal point will be considered for evaluation.
Bids must comply with KPPRA Notification No. S.R.O. (14)/Vol: 1-24/2021-22/6058-71 dated 10 May 2022, subject to the following security requirements:
| Quoted Bid | Security Requirement and Consequences |
|---|---|
| Up to 10% below the engineer's estimate | Submit bid security equal to 2% of the engineer's estimate. |
| More than 10% and up to 20% below the engineer's estimate | Submit additional security equal to 8% of the engineer's estimate along with the bid, in addition to the 2% bid security. Without the required additional security, the bid will be treated as non-responsive, the 2% bid security will be forfeited in favour of the government, and the second-lowest bidder will be considered, followed by subsequent bidders as applicable. |
| More than 20% below the engineer's estimate | Submit additional security equal to the difference between the submitted bid and the engineer's estimated cost, together with a detailed rate analysis. Without the detailed rate analysis and/or required additional security, the bid will be treated as non-responsive. All securities submitted with that non-responsive bid will be forfeited in favour of the government, and the second-lowest bidder will be considered, followed by subsequent bidders as applicable. |
If the procuring entity finds the detailed rate analysis unconvincing, its head may declare the bid non-responsive without forfeiting bid securities, recording the reasons. After due diligence regarding the financial difference between the two bids, the procuring entity may offer the contract to the next-lowest bidder or advertise the procurement opportunity afresh.
After the successful bidder commences work, the procuring entity may replace an additional security deposit that is not already a bank guarantee with a bank guarantee of the same amount from a scheduled bank. Additional security will be released in four instalments: 25% upon completion of 25% of the project, 25% upon completion of 50%, 25% upon completion of 75%, and the remaining 25% after 100% completion.
All bidders must be registered with the Khyber Pakhtunkhwa Revenue Authority. The competent authority reserves the right to reject any or all tenders by assigning cogent reasons under Rule 47 of KPPRA.
