District Council Mandi Bahauddin E-Tender for Street and Drainage Construction in Warriat

The Office of the District Council, Mandi Bahauddin invites e-tenders under the Single Stage Single Envelope procedure for a development scheme included in the Annual Development Programme 2026–27. Contractors must be registered on E-PADS and with the Pakistan Engineering Council in the relevant category and codes for the financial year 2026–27. The work estimate is based on MRS, second biannual 2026, and local market rates.

Tenders and bidding documents must be uploaded to the EPAD dashboard by 21 November 2026 at 12:00 noon. Tenders will be opened on the same day at 2:00 PM in the Hall of District Council, Mandi Bahauddin, in the presence of contractors or their representatives.

With effect from 1 July 2026, all procurement activities across Punjab are to be conducted exclusively through the Punjab E-Procurement System at https://epc.punjab.gov.pk. Portal guidance is available at https://youtu.be/6OCmThU-sG8.

Bid security of 5%, in favour of District Council Mandi Bahauddin, must be uploaded according to the portal guidelines. The tender notice is also available on the PPRA website at http://eproc.punjab.gov.pk/ViewTender.aspx. The response period will be calculated exclusively from the date the advertisement is published on the PPRA website.

Conditional tenders will not be entertained. Selection will be on a least-cost basis. Submission of forged documents or a forged CDR will result in legal action against the contractor or participant under applicable laws and rules. Contractors must execute the work in accordance with PPRA rules.

A successful bidder offering a rate more than 4.99% below the technically sanctioned estimated cost must deposit additional performance security or quality assurance security equal to the difference between the estimated cost and the quoted bid amount. This requirement applies under Finance Department Letter No. RO(Tech)FD.1-2/2017 dated 16 November 2022 and LG&CD Department Letter No. SO(Budget)(LG)1-37/2022-23(ADP) dated 7 December 2022. The security must be deposited within the stipulated period after acceptance of the tender or bid. Failure to comply will result in forfeiture of the deposited money without further notice.
