Burns & Plastic Surgery Centre Peshawar Tender 2026–28 for Supplies, Maintenance and IT Services

The Office of the Director, Burns & Plastic Surgery Centre (Burn & Trauma Centre), Hayatabad, Peshawar, invites electronic bids through e-PAD under National Competitive Bidding for Tender-1 (2026–28). Procurement covers supplies, maintenance and services for the financial years 2026 to 2028 onwards, using the Single Stage–One Envelope procedure under the Khyber Pakhtunkhwa Public Procurement Rules, 2014, as amended.

Bid submission and opening: 30 November 2026 at 11:00 AM, in the auditorium on the second floor of Burns & Plastic Surgery Centre, Hayatabad, Peshawar. Complete bids, including the technical offer, financial offer and required documents, must be submitted electronically through e-PAD on or before this deadline. Late bids will not be entertained.

Bid security: The Call Deposit Receipt (CDR) must be furnished in the amount and manner required by the bidding documents, in accordance with applicable rules. The original CDR must be submitted before the deadline, while its details and scanned copy must be uploaded on e-PAD, as applicable.

Prices and taxes: Bidders must quote item-wise rates in the prescribed price schedule and clearly indicate applicable taxes, including sales tax/GST, KPRA where applicable, and other statutory levies. Federal and provincial taxes will be handled under prevailing laws. Income tax and other statutory deductions will be made at source as applicable. Bidders must clearly indicate whether quoted prices include or exclude applicable taxes, as required by the bidding documents.

Evaluation and award: Bids will be evaluated against the specifications and evaluation criteria in the bidding documents. The contract will be awarded to the successful responsive bidder on the prescribed award basis, subject to applicable rules.

Delivery and inspection: The successful bidder must supply the items within the stipulated delivery period. All supplies must conform to the specifications and will be subject to inspection and acceptance by the Centre.

Payment: Payment will be processed after satisfactory delivery, inspection, acceptance, and submission of the required invoice and supporting documents, subject to applicable financial rules and statutory deductions.

Bid validity and documents: The bid validity period will be as prescribed in the bidding documents. Detailed specifications, quantities, price schedules, and terms and conditions are available through e-PAD.

Right to reject: The Centre reserves the right to reject any or all bids under applicable KPRA Rules, subject to recording and communicating reasons as required by law. The competent authority reserves the right to reject all bids under Rule 47 of the Khyber Pakhtunkhwa Public Procurement Regulatory Authority (KPPRA) Procurement Rules, 2014.
