C&W Peshawar Tender for Planning Cells Improvement and Rehabilitation 2026

The Government of Khyber Pakhtunkhwa, Communication & Works Department, Maintenance-I Division, Peshawar, invites electronic bids from eligible firms and bidders for the Integrated Support Facility for Planning Cells, Sub-Scheme: Improvement and Rehabilitation of Existing Planning Cells and Allied Works, ADP No. 1383/250733 (2026-27). Procurement will follow the Single Stage Two Envelope procedure through the E-PADS system under the KPPRA Procurement Rules 2014, as amended.

Eligibility: Bidders must hold PEC Category C-3 or above. Firms must have renewed and valid C&W, PEC, KPPRA and FBR registrations and an active statement.

Bid schedule: The submission deadline is 20 November 2026 at 12:00 PM. Technical bids will open on the same day at 12:30 PM. Financial bids will open after approval of technical bids, in accordance with the rules. A pre-bid meeting will be held on 13 November 2026.

Documents and fee: Complete bidding documents and eligibility criteria can be downloaded from the C&W Department website, www.cwd.gkp.pk, and the E-PADS system. A complete set may also be purchased from the office of the Executive Engineer, Maintenance-I, Peshawar, for a non-refundable fee of Rs. 3,000 per package on any working day before the opening date.

Submission and bid security: Both technical and financial bids must be submitted online through E-PADS in complete form with all required documents. Earnest money is 2%, together with stamp duty. Bidders must place the original Call Deposit Receipt, amounting to 2% of the Engineer's Estimate and issued in the name of the procuring entity, Executive Engineer Maintenance-I, Peshawar, in the sealed financial bid before the closing date and time. An affidavit confirming its presence must accompany the technical bid. Call deposits from scheduled banks are acceptable; bank cheques and pay orders are not acceptable.

Bidding will be on an above/below basis against the BOQ and Engineer's Estimate prepared using the applicable Market Rate System. Under KPPRA Notification No. SRO (14)/Vol-1-24/2021-22/6058-71, dated 10 May, bids must be submitted through E-PADS, with the original 2% security deposit/CDR sealed in the financial bid before closing. The notification's provisions concerning bid security and additional bid security will apply.

Security requirements for below-estimate bids:

Firms submitting false information or documents will be blacklisted under the applicable rules and treated as non-responsive in the bidding process. All other procurement terms and conditions of KPPRA and the C&W Department remain applicable.
