The Rawalpindi Development Authority (RDA) advises housing scheme sponsors, developers and property buyers to comply with the Punjab Development Authorities Private Housing Schemes Rules, 2021, and the Punjab Development of Cities Act, 1976.
The Government of Punjab has introduced the Housing Scheme Management System (HSMS), administered by the Punjab Land Records Authority (PLRA), to replace the traditional register-and-file system. Development authorities, including RDA, have transferred housing scheme approval processing to HSMS. Property records and documents are to be processed through the online system.
Housing scheme sponsors and developers must observe the following requirements:

| If possession of a plot is not delivered within the prescribed period and according to the required standards, the developer must pay the buyer a monthly amount equal to 2% of the total amount received. | Rule 47(2) |
| Clearly set out each plot’s development charges and other applicable charges in the agreement. Any increase must be addressed in accordance with the relevant authority’s approval. | Plot agreements and development charges |

Housing scheme sponsors must cooperate with RDA and fully implement these requirements. RDA reserves the right to take legal action against violations.
