The Human Settlement Authority, Government of Sindh, formerly the Sindh Katchi Abadis Authority, has issued a public warning concerning illegal occupation, encroachment, construction and transactions involving government land and Katchi Abadi plots. The warning is dated 4 November 2026 and bears reference number SKAA-2/164/2026 (Admin)/1443.

The warning addresses the general public, particularly residents of Katchi Abadis (informal settlements), land grabbers and individuals involved in the illegal occupation of government land. It refers to Government of Sindh Notification No. PS/MBR/LU/BOR/2026, dated 12 October 2026, directing the relevant authorities to take action against illegal activities and unauthorized occupation of land.

The Authority cautions that individuals and groups are engaging in illegal occupation, sale and purchase of land, and unauthorized construction in Katchi Abadis. Certain individuals are also misleading the public by claiming ownership of, or authority over, government land and Katchi Abadi plots.

The relevant authorities have not issued any permission, No Objection Certificate (NOC) or other authorization permitting illegal occupation, transfer or sale of land. Members of the public are advised to remain cautious and avoid involvement in illegal transactions.

The concerned authorities have been directed to take immediate action against illegal occupation and encroachment under the relevant provisions of law, including Sections 1, 2 and 3 of the applicable legislation. Anyone found involved in these activities will be dealt with according to law.

Before purchasing, selling, transferring or otherwise dealing in any plot or property, members of the public should verify its legal ownership and obtain confirmation from the relevant government department. No individual, private party, property dealer, agent or other intermediary is authorized to sell, transfer or allot government land or Katchi Abadi plots without proper legal approval and documentation.

Strict legal action will be taken against individuals and groups involved in land grabbing, illegal construction, unauthorized occupation and fraudulent property transactions. The warning specifically covers illegal sale and purchase of plots, preparation of fraudulent documents, unauthorized marketing and other activities undertaken without lawful approval. These activities are prohibited, and the relevant authorities will initiate legal proceedings against those responsible.

Concerned departments and law enforcement agencies have been directed to act against persons involved in these illegal activities and to protect government land and the rights of lawful residents. The public is requested to cooperate with the authorities and comply strictly with applicable laws and regulations to safeguard legal rights and prevent illegal occupation and encroachment.

The warning is issued by Athar Hussain Mirani, Director General, Human Settlement Authority, Karachi. The Authority's headquarters are located at 2nd Floor, PCG Plaza, 253 Sarwar Shaheed Road, Karachi.
