Punjab Highway Department Road Rehabilitation Tenders in Sheikhupura

The Punjab Highway Department invites engineering firms and contractors to participate through the Punjab PPRA e-Tendering System in two road rehabilitation and construction schemes in Sheikhupura district.

Eligibility and electronic participation: Firms and contractors must be registered with the Pakistan Engineering Council in the relevant category, C-5 or above, and registered on the Punjab PPRA website at https://ep.punjab.gov.pk. Registration procedures are available through that website. Tender information is available at https://eproc.punjab.gov.pk/view_Tender.aspx. The response period will be calculated exclusively from the publication date on the PPRA website.

Bid security: Under Clause 27 of PPRA Rules 2014, bidders must submit security equal to 5% of the estimated cost through digital online payment via the Punjab e-Procurement System linked with the Bank of Punjab, in favour of the Executive Engineer, Highway Division, Sheikhupura. Physical bid securities, including CDRs, pay orders, drafts and cashier cheques, will not be accepted.

Electronic bid requirements: An electronic bid or proposal, including its submitted records, that is corrupted, cannot be opened or contains a virus will be rejected under Regulation 5(4) of PPRA Regulations 2024.

Performance guarantee: Under Clause 56 of PPRA Rules 2014, the lowest evaluated bidder must submit performance security equal to 10% of the bid amount within 15 days of receiving the letter of intent. It must be in favour of the Executive Engineer, Highway Division, Sheikhupura, in the form of a CDR, bank draft, cashier cheque, pay order or bank guarantee. Other forms will not be accepted. The guarantee must remain valid for three months beyond the completion date or extended completion date.

Financial proposal: Under Punjab PPRA Circular No. L&M (PPRA)10-1/2011/008595, dated 11 October 2024, bidders must quote a rate and total amount against each item and provide the grand total of all items. Failure to do so will result in rejection. Percentage rates above or below the approved cost will not be accepted.

Tender opening: After submitting bids through the website, contractors may attend the office of the Commissioner, Lahore Division, Lahore, on 25 November 2026 at 1:00 PM. All bids will be retrieved, and the successful bidder's quoted rate will be announced in the presence of the Tender Opening Committee. If the opening day is a public holiday, tenders will be opened on the next working day.

Verification and rejection: Submission of false information or documents, including CDRs, receipts or PEC documentation, will lead to disqualification from the current tendering process and blacklisting from tendering with the Communication and Works Department. Recommendations will also be made to PPRA and PEC for appropriate action or blacklisting. The procuring agency may reject all bids or proposals at any time before acceptance under Clause 35 of the PPRA Rules.

Execution and payments: Recovery against credit for old material will be adjusted manually and bids evaluated accordingly. All contractor claims must be submitted electronically through the digital Measurement Book. The schemes will be executed as deposit works of the Municipal Committee and Zila Council, with District Administration Sheikhupura as the sponsoring agency.
