Sindh Prisons Tender for MPLS Layer-III VPN Connectivity

The Inspectorate General Sindh Prisons & Corrections Service, Karachi, re-invites sealed bids for the provision of MPLS Layer-III VPN connectivity for all prisons and offices of Sindh Prisons Service through the SPPRA E-Pak Acquisition & Disposal System (EPADS). Tender reference: No. LS/29070/2026, dated 5 November 2026.

Procurement will follow the Single Stage Two Envelope Procedure under Rule 46(2) of the Sindh Public Procurement Rules 2010, amended in 2019. Interested firms must be duly registered with SECP and FBR and hold a National Tax Number (NTN), Sales Tax Registration Number (STRN), and Sindh National Tax Number (SNTN). Firms must have a legal presence in Pakistan, authorization from the Pakistan Telecommunication Authority (PTA) to provide cellular or fiber telecommunication services in Pakistan, and their own local loop licence.

The competent authority may check and verify service availability and select services based on the best coverage at competitive rates.

Bid documents may be downloaded from EPADS at https://portalsindh.eprocure.gov.pk/ and the Sindh Prisons & Corrections Service website at www.spcs.gos.pk. Bids must be submitted or uploaded through EPADS. A copy of the bid security must also be uploaded to EPADS, while the original must reach the issuing office on or before the submission deadline.

If a public holiday falls on the bid-opening date, bids may be opened on the next working day at the same time. Further tender details are available in the bid documents.
